Design has implications
Design is intended to evoke something out of the viewer, much like art. Good design will achieve this.
So, is this building considered good design, because it’s certainly evoking a lot emotion in people. The architect (MVRDV) claims the inspiration was a cloud structure, as it’s named “The Cloud.” But most people, particularly Westerners, are seeing something that looks creepily like the twin towers as planes collided into them, and are aghast in it’s appearance.
A tidbit from the creators: “The Cloud was designed based on parameters such as sunlight, outside spaces, living quality for inhabitants and the city. It is one of many projects in which MVRDV experiments with a raised city level to reinvent the often solitary typology of the skyscraper. It was not our intention to create an image resembling the attacks nor did we see the resemblance during the design process. We sincerely apologize to anyone whose feelings we have hurt, the design was not meant to provoke this.”
